Asked about the differences between the two forces, Igor Rugwiza first emphasized the issue of the mandate. Unlike the MSS, whose mission consisted essentially of supporting security and assisting the Haitian National Police (PNH), the GSF has authorization allowing it to carry out direct operations against armed gangs.
