There was little suspense. There was no surprise. The Council of Ministers, chaired by Alix Didier Fils-Aimé, inherited power following the departure of the Transitional Presidential Council. In the absence of elections to hand over authority to elected officials, in the absence of a political agreement to determine what comes next, after the lamentable spectacles offered by those who attempted to impose a judge of the Court of Cassation or a presidential college, only the option enshrined in the amended 1987 Constitution remained.
