After several months of strained relations and silence, Haitian and Dominican authorities have resumed dialogue on the construction of the irrigation canal in Ouanaminthe. The foreign ministers of the two neighboring countries met on January 9 and 10 in Washington. Both parties agreed on the need to conduct technical studies with the support of a qualified international institution and to continue the dialogue "at the earliest opportunity."
