The Superior Court of Accounts and Administrative Litigation (CSCCA) reminds public institutions of the rules to be followed for state contracts during the 2026-2027 fiscal year. In a nine-page memorandum published on September 30, 2026, and signed by its president, Me Rogavil Boisguéné, the Court indicates that its opinion must be obtained before the execution of contracts of a financial or commercial nature. It also specifies that it does not pronounce on contracts that have already been executed or are in progress. The files must notably include the required legal and tax documents, information on the ultimate beneficiaries, and key data related to the contract. For certain contracts, prior approval from the National Commission for Public Markets (CNMP) is also necessary.
