The Director General of the Haitian National Police (PNH), André Jonas Vladimir Paraison, urges a use of armed force based on legality, necessity, proportionality, and precaution. He spoke at the opening on Wednesday, September 16, of a joint workshop bringing together the Haitian National Police (PNH), the Armed Forces of Haiti (FAd'H), and the Gang Suppression Force (FRG). This workshop focuses on the operational application of International Human Rights Law (IHRL) and International Humanitarian Law (IHL), in response to security challenges and the use of force on the ground. "The complexity of our missions on the ground demands more than courage and determination. It requires exemplary coordination and a common understanding of the legal rules governing the use of force," stated André Jonas Vladimir Paraison.<\/p>
