As the modernization of Haitian customs once again comes to the forefront of current events, it is useful to recall that this idea is not new. As early as 2015, a contract was under negotiation between the Haitian State and a company based in the Seychelles with the aim of restructuring and modernizing the customs administration. This partnership, already very advanced at the time, planned major investments in infrastructure, IT systems, and staff training.
